Advocates of total repeal of the country-of-origin labeling program for beef, pork and chicken and advocates of replacing the mandatory program with a government-approved voluntary program hope to use the highway bill as a vehicle for that legislation, but the highway bill has many road blocks to enactment, National Journal reported today.
