The Third U.S. Circuit Court of Appeals on Monday upheld the Environmental Protection Agency’s plan to limit pollution in the Chespeake Bay watershed despite the objections of the American Farm Bureau Federation, the Fertilizer Institute and other groups, the Associated Press reported.
