The White House Office of Management and Budget today issued a formal statement that President Barack Obama’s advisers would urge him to veto H.R. 3, a bill which would immediately authorize the construction, connection, operation, and maintenance of the Keystone XL pipeline and related cross-border facilities.
OMB said the statement was based on objections to interference with the executive branch approval process for cross-border projects.
