House to take up Ag approps amendments on school meals, other issues

When the House takes up the fiscal year 2015 Agriculture appropriations bill today, members may offer amendments to strike the school waiver provision and address a number of other issues, according to documents obtained by The Hagstrom Report.
House Agriculture Committee ranking member Sam Farr, D-Calif., filed the amendment to strike the provision that would require the Agriculture Department to grant a waiver from the healthy school meals rule to any school that has it has been losing money in its lunch program for six months.
Other potential amendments would address Brazilian beef imports, farm subsidy payment limits including a ban on payments to members of Congress , milk marketing orders, poultry inspection, blender pumps and use of USDA funds to make payments to the Brazilian Cotton Institute to settle the Brazilian cotton case.
The House is scheduled to begin debating the rule on the Agriculture appropriations bill after it goes into legislative business at noon today.
The vote on the rule for the Ag bill and several others is expected between 1:20 and 1:40 p.m.
Then general debate on the Agriculture appropriations bill will begin, followed by debate on amendments, with last votes expecting late in the evening, according to information provided by House Majority Leader Eric Cantor, R-Va., to the House Daily Press Gallery.
It is unclear whether the vote on final passage will be held tonight or on Thursday.
The modified open rule approved Tuesday by the House Rules Committee provides for one hour of general debate and makes in order any amendment offered that complies with the House rules.
Additionally, the rule provides for 10 minutes of debate per amendment equally divided between the proponent and an opponent and up to 10 pro forma amendments for the purpose of debate offered by House Agriculture Appropriations Subcommittee Chairman Robert Aderholt, R-Ala., and Farr.
