O’Brien hired as House Ag Approps clerk, Delgado joints S-3 Group

Tom O’Brien has been promoted to clerk of the House Agriculture Appropriations Subcommittee, House Appropriations Committee Chairman Hal Rogers, R-Ly., announced last week.

O’Brien has served on the House Ag Approps subcommittee staff for five years, providing budget analysis of many agencies and programs, including the Animal and Plant Health Inspection Service, the Food and Nutrition Service, and the Foreign Agriculture Service.

He previously worked for 20 years in the executive branch, including service at the Food and Drug Administration and the Agriculture Department where he was chief financial officer of the Food Safety and Inspection Service.

O’Brien succeeds Martin Delgado, who retired after 25 years of government service, including six years on House Ag Approps, to join Shockey Scofield Solutions (S-3 Group).

In addition to overseeing the appropriations bill for the Agriculture Department and related agencies, Delgado spent much of his time overseeing USDA’s and FDA’s food safety programs as well as FDA’s pharmaceutical, medical device, biologics, and tobacco programs, the S-3 Group said in a news release.

Delgado also spent several years as the primary minority staffer for the House Military Construction and Veteran Affairs Appropriations Subcommittee and worked for the Senate Appropriations Interior Subcommittee. He began his career in 1989 as a budget analyst with the USDA.

Delgado is a native of New Mexico and a graduate of New Mexico Highlands University.
