Food stamp changes seen as GOP welfare reform

Through changes to the Supplemental Nutrition Assistance Program, better known as SNAP or food stamps, House Majority Leader Eric Cantor, R-Va., is attempting what amounts to a second phase of welfare reform at a time when unemployment is much higher than when the first welfare reform bill passed in 1996, Politico reported today.

In addition, the battle over SNAP reflects reflects a complicated relationship between Cantor and House Budget Committee Chairman Paul Ryan, R-Wis., the article says.
