Chicago Council releases farm bill white paper

The Chicago Council on Global Affairs has released the white paper on the next farm bill that the co-chairmen of the council's agriculture project presented to staff for the House and Senate agriculture committees and the super committee on Sept. 23.

In the paper, the co-chairmen - former World Food Program executive director Catherine Bertini, former Agriculture Undersecretary for Farm and Foreign Agricultural Services Gus Schumacher and former World Bank official and University of Illinois professor Robert Thompson - said Congress should:
  • Combine all commodity programs and crop insurance into one program run by the Agriculture Department
  • End the ethanol tax breaks
  • Give low-income people incentives to buy fruits and vegetables at farmer's markets
  • Stagger the delivery of food stamp benefits so that fruits and vegetables would always be available
  • Provide food aid in the form of cash rather than commodities
  • Put money into research and infrastructure
