Lucas asks Dreier not to waive rules against provisions

House Agriculture Committee Chairman Frank Lucas, R-Okla., wrote House Rules Committee Chairman David Dreier, R-Calif., asking him not to waive points of order against provisions in the fiscal year 2012 Agriculture appropriations bill that came before Rules today.

The provisions would reduce the income limit on persons eligible for farm subsidies and interfere with payments to the Brazilian Cotton Institute to settle the case that Brazil won against the United States in the World Trade Organization.

Lucas said the provisions would amount to legislating on an appropriations bill and commit other violations of normal procedure.
