House moves to keep TPA, TAA alive until July 30

The House Rules Committee on Monday passed a rule that would allow a revote on the failed trade adjustment assistance bill through July 30, a move that would keep legislation to grant President Barack Obama trade promotion authority alive until that time.

The measure was passed as part of the rule H.R. 2596, the Intelligence Authorization Act for fiscal year 2016, and is scheduled for a vote today after the House comes into session for legislative business at noon.

The House passed the TPA bill, but not the TAA bill last Friday.

House Democrats opposed to the trade legislation have scheduled a news conference this morning.

The Democrats, including former House Agriculture Appropriations Subcommittee Chairman Rosa DeLauro, D-Conn., will “highlight continued opposition to using TAA as a bargaining chip to pass a deeply flawed ‘fast-track’ bill. Democrats believe that ‘fast-track’ needs to be slowed down so that Congress can focus on getting TPP [the Trans-Pacific Partnership negotiations] on the right track,” House Ways and Means Committee ranking member Sander Levin, D-Mich., said in a media advisory.

Neither the Republicans nor the Democrats know how to convince enough House members to vote for TAA to pass that portion of the trade bill and send it back to the Senate for a conference, National Journal reported late Monday. (See link.)

Congressional Republicans and White House officials talked during the day Monday trying to find a way to move forward on the bill, The New York Times reported.
